BIS Adds 29 Persons to List of Foreign Entities Restricted From Exports of Dual-Use Goods

The Bureau of Industry and Security (BIS) has issued a rule that adds 29 persons in Cyprus, Finland, Romania, Russia, Switzerland, Ukraine (including its Crimea region) and the United Kingdom to its list of entities restricted from receiving exports of dual-use goods from the United States. According to BIS, “dual use export licenses are required in certain situations involving national security, foreign policy, short-supply, nuclear non-proliferation, missile technology, chemical and biological weapons, regional stability, crime control, or terrorist concerns.” This rule is in response to the existing sanctions against Russia for violating international law with Ukraine.

American Shipper’s 2015 Import Benchmark Report - Eyes Wide Shut

How much will it cost me? Many importers view cost as an important metric when it comes to transporting and clearing their goods, but is that the best approach?

American Shipper in conjunction with BPE Global conducted a survey of 172 qualified respondents between June 22 and July 22, 2015 to discover why importers are fixated on the import costs rather than the strategic value of managing import operations. The survey results indicate that cost-related issues are the top import concerns. Although duties, purchased transportation costs, and customs delays all mean cash to an organization, research indicates “the strongest importers see through these costs to focus on being better than their competition, whether that means leveraging mechanisms to lower duties, investing in compliance staff and technology, or structuring their organization so that decision-making includes compliance, logistics, and tax departments.”
